In the article, the tenses used by the author are future tenses, simple past tense and simple present tense.
*Future Tense
The author's purpose is to use these tenses so that the readers understand that the topic is about things that will happen in the future. Articles made relating to plans that will occur in the future. Because in that case, the topic of discussion is cutting global emissions to reduce the impact of climate change and keeping the global average temperature increase well below 2 degrees in 2030 and 2050.
